TX: 6026-IFT-37801 INVITATION FOR TENDERS GEORGIA EBRD/CW/ICT/1-1- Borjomi This Invitation for Tenders follows the General Procurement Notice for this project first published on the European Bank for Reconstruction and Development (EBRD)'s website on 16 June, 2008 and was recently updated on 16 June, 2009.
Municipal Development Fund of Georgia, hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development ("the Bank"), a Bank administered co-financing grant from the European Union Water Initiative ("EUWI"), and a Counterpart Contribution from the city of Borjomi towards the cost of a Raw water treatment plant (RWTP) at Sadgeri.
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan and the grants and including the following: construction of a Raw water treatment plant (RWTP) at Sadgeri. The Scope of works shall include development of a detailed engineering design and working drawings; supply, installation and commissioning of equipment.
The Works are located in the western part of East Georgia 160 km east from Tbilisi. Access to the site is possible via Tbilisi-Khashuri-Akhaltsikhe highway and by Akhaltsikhe-Khasuri branch of Trans-Caucasian railway.
The envisaged period of Works completion: 16 months.
Tendering for contracts to be financed with the proceeds of a loan from the Bank and Bank administered grants is open to firms from any country.
The proceeds of the Bank's loan and Bank administered grants will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
Tenderers are invited to submit a tender for the total Contract.
To be qualified for the award of the Contract, Tenderers (in combination with their affiliate companies) must satisfy the following minimum criteria:
(a) The Tenderer has an average annual turnover over the last three years of not less than Euro 2,500,000 equivalent; (b) Successful experience as prime contractor in the execution of at least one project of a nature and complexity comparable to proposed contract within the last 5 (five) years.
(c) Each Tenderer must have access to credit and other financial facilities adequate to assure the required cash flow for the duration of the Contract. In any case, the financial amount available for the execution of this project should, as a minimum, be equal to Euro
   0. 6 million equivalent.
Tender documents may be obtained from the address below upon payment of a non-refundable fee of GEL 300 or equivalent in a convertible currency plus courier expenses if a tenderer would like the Tender Documents to be sent by courier. If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery. A copy of the purchased tender documents may be forwarded to the contractors by e-mail.

A pre- tender meeting for the interested tenderers to receive additional clarifications will be conducted at the address Room 413, Floor IV, 150 David Aghmashenebeli Avenue, 0112, Tbilisi, Georgia, at 11:00, December 21, 2009.
All tenders must be accompanied by a tender security in the form described in the Tender Documents in Georgian Laries or in freely convertible currency the amount equivalent to not less than GEL 45 000 (Forty five Thousand).
Tenders must be duly completed and delivered to the office at the address below on or before January 26, 2010, 12.00 (local time), at which time they will be opened in the presence of those Tenderers' representatives who choose to attend. Tenders which are received late, will be rejected and returned unopened.
