This Invitation for Tenders follows the General Procurement Notice for
this project which was published on the EBRD website, Procurement Notices
| | (www.ebrd.com) | on 09 August 2011 and in the Bulgarian newspaper Monitor on
09 August 2011.
Kozloduy Nuclear Power Plant (KNPP) hereinafter referred to as "the
Purchaser", intends to use part of the proceeds of a Grant from the
Kozloduy International Decommissioning Support Fund (KIDSF), administered
by the European Bank for Reconstruction and Development (the Bank) towards
the cost of the Procurement of Cutting Machines for the Arrangement of
Size Reduction Areas in the Turbine Hall and Related Services for KNPP
Units 1-2. The project is being managed by Kozloduy Project Management
Unit (KPMU) and all questions regarding this tender should be directed to
the KPMU Commercial Manager as noted below.
The Purchaser now invites sealed tenders from Suppliers for the following
contract to be funded from part of the proceeds of the Grant:
' Vertical electric band-saw for cutting metal (1 no.):
- overall dimensions ' not exceeding: 9.00 x 5.00 x 5.00m;
- cutting capacity: 5-200mm/min;
- maximum dimensions of material for cutting: 2050mm height and 1600mm
width;
- power supply -380V AC, 50 Hz.
' Horizontal electric band-saw for cutting metal (1 no.):
- overall dimensions ' 6.00 x 3.00 x 2.00m;
- cutting capacity: 12-60 mm/min;
- maximum dimensions of material for cutting: 600mm height and 360mm
width;
- power supply -380V AC, 50 Hz.
Tendering for contracts that are to be financed with the proceeds of a
Grant from the KIDSF is open to firms from eligible countries as of
January 2012, which are: EU Member States, Switzerland and the EBRD's
countries of operation. All Goods and Services shall also have their
origin from eligible countries.
To be qualified for the award of a contract, tenderers must satisfy the
following minimum criteria:
' eligibility requirements;
' historical non-performance ' a consistent history of historical
non-performance and/ or litigation awards against the Supplier within the
last 5 (five) years;
' financial situation ' an average annual turnover over the last 3 (three)
years of '2,000,000.00 (Two Million Euros) or equivalent;
' experience ' experience as a Supplier in at least 3 (three) similar
contracts successfully completed within the last 5 (five) years, each with
a value of at least '300,000.00 (Three Hundred Thousand Euros) or
equivalent.
Tender documents may be obtained from the office at the address below upon
payment of a non-refundable fee of '100.00 (One Hundred Euros).

A copy giving proof that a payment has been made shall be provided to the
KPMU before the documents will be released.
Upon receiving evidence of payment of the non-refundable fee the documents
will be promptly dispatched by courier, however, no liability can be
accepted for loss or late delivery. The documents will also be dispatched
electronically after evidence of payment of the non-refundable fee. In the
event of discrepancy between electronic and hard copies of the documents,
the hard copies shall prevail.
The tenderer's formal request for the tender documents shall include
details of the postal address and email address of where the tender
documents are to be sent and a contact name, telephone and fax numbers and
email address for future correspondence.
All tenders must be accompanied by a tender security of '15,000.00
(Fifteen Thousand Euros).
Tenders must be delivered to the office at the address below on or before
12.00 hrs (midday) (local Bulgarian time) on 19 March 2012, Monday, at
which time they will be opened in the presence of those tenderers'
representatives who choose to attend.

This notice refers to goods, works, or consultancy services to be procured
through open and competitive tendering for projects financed through funds
which are administered by the EBRD. Potential tenderers desiring
additional information on the procurement in question or the project in
