Titre: SCADA-SIG, SCADA system for Traffic Signal Systems
Description: This Tender incorporates the provision of the services necessary to provide the Danish Road Directorate with access to a central system – the SCADA system – for monitoring and controlling traffic signal systems. The OCIT protocol shall be used for communication between the SCADA system and the control devices for the traffic signal system. The SCADA system shall be hosted as a SaaS solution by the Supplier and be integrated with the Danish Road Directorate’s IT environment, cf. specifications in Appendix 2 to the Contract. The Danish Road Directorate shall have full access to all features of the SCADA system, including access for system configuration as well as creation and management of system users. The Tender relates to the supply of the following main elements: • a SCADA system, including full implementation of functionality relating to services in relation to OCIT, API and data storage, data logging and data exchange, • training of relevant users, • system-integration/installation to the internal systems in the Danish Road Directorate’s IT en-vironment, • operation, maintenance and support of the SCADA system throughout the contract period. The SCADA system shall meet a series of functional and system requirements, as described in Appendix 2 to the Contract. The SCADA system shall support the monitoring and control of the traffic signal systems including monitoring of status and alarms, visualization of signal program data and traffic data (real time and historical), configuration and visualization of Time-Space diagrams for adjacent intersections, execu-tion of predefined control commands e.g., program shifting or turning off Traffic Signal Controller, uploading of LISA programs to Traffic Signal Controllers, vehicle prioritisation and scenario manage-ment. The Tender is known as “SCADA-SIG, SCADA system for Traffic Signal Systems”.

Description de la méthode à utiliser si la pondération ne peut être exprimée par des critères: The award criterion is the best price-quality ratio. The evaluation model is of the price model type, which means that a total evaluation price is calculated for each tender, consisting of the tender sum adjusted by a fictitious addition or deduction for each of the qualitative sub-criteria. These additions/deductions are determined based on the quality of the offer. The contract is awarded to the tenderer who has obtained the lowest total evaluation price. The model is described in more detail in the tender documents.

Informations relatives aux délais de recours: Deadlines and procedures for lodging appeals are set out in (Danish) "Act no. 492 of 12 May 2010 on the Danish Complaints Board for Public Procurement. Complaints of not being prequalified must be lodged with the Danish Complaints Board for Public Procurement before the expiry of 20 calendar days. The deadline is calculated from the day after the day when the contracting entity has notified the applicants concerned about the identity of the applicants that have been prequalified. However, the period allowed for complaints will only start running when the notification has included a short explanation of the relevant grounds for the contracting entity's decision. In other situations, complaints of award procedures must be lodged with the Danish Complaints Board for Public Procurement within: 1) 45 calendar days after the contracting entity has published a notice in the Official Journal of the European Union that the contracting entity has entered into a contract. The deadline is calculated from the day after the day when the notice was published. 2) 30 calendar days calculated from the day after the day when the contracting entity has notified the applicants concerned that a contract based on a framework agreement with reopening of competition or a dynamic purchasing system has been entered into. It is a condition for the time allowed for complaints to start running that the notification includes a brief explanation of the relevant grounds for the decision. 3) Six months after the contracting entity has entered into a framework agreement calculated from the day after the day when the contracting entity has notified the applicants and tenderers concerned, see section 2(2) of the Act on the Danish Complaints Board for Public Procurement. 4) 20 calendar days calculated from the day after the contracting entity has submitted notification of its decision to continue the contract, see section 185(2) of the Danish Public Procurement Act. The complainant must not later than at the time of lodging a complaint with the Danish Complaints Board for Public Procurement notify the contracting entity in writing that a complaint has been lodged with the Danish Complaints Board for Public Procurement and whether the appeal was lodged during the standstill period, see section 3(1) of the Act on the Danish Complaints Board for Public Procurement. In cases where the complaint was not lodged during the standstill period, the complainant must furthermore indicate whether the complainant has requested that the complaint be granted suspensory effect, see section 12(1) of the Act on the Danish Complaints Board for Public Procurement.
