Autre justification: The blending project (EIB, EU, JBIC and potentially other IFIs) is a river cascade hydropower scheme to be implemented in Fiji. It will exploit a system of interconnected catchments under a cascade scheme with several hydropower plants. The project includes two new hydropower plants (HPPs) to be developed (Qaliwana and Vatutokotoko) in partnership with Energy Fiji Limited (EFL). The feasibility studies (FSs) were completed in 2023 for both HPPs thanks to EU financial support through Asia-Pacific Investment Facility. They have been implemented by EIB through Studio Pietrangeli (SP), an engineering consultancy company. Following FSs delivery, EFL took the initiative to undertake a peer review (started in September 2023). The final peer review report was discussed and SFs were fully endorsed on 5th May 2024. As part of FS for Qaliwana dam, the dam height was defined on the basis of various parameters, including existence of an old landslide in the vicinity of selected site. On 29th May 2024, EFL sent a letter to EIB, requesting them to investigate and confirm if dam height of Qaliwana dam can be increased, with objective to rise reservoir storage capacity and so better integrate upcoming solar energy projects promoted by Government. EFL expects this investigation to be finalised in 2024 in order to make a decision as regards river cascade hydropower scheme. The requested services involve optimisation of dam height at Qaliwana reservoir, extra geotechnical investigations and, accordingly, update of FS. EUD will initiate a negotiation procedure with SP. Given SP’s extensive expertise in consulting related to engineering services for large hydro projects and civil works (i.e. 50 years of experience in more than 200 large dams), as well as its previous successful involvement in feasibility studies (FSs), it would be extremely important to contract the same consulting firm for these additional services to ensure consistency and quality of the work performed.
