The Minister for Public Expenditure and Reform issued a request for tenders as a central purchasing body for use by the Framework Clients. The Office of Government Procurement is an office within the Department of Public Expenditure and Reform tasked with sourcing goods and services on behalf of the public service. References to the Contracting Authority will be deemed to include the OGP. The Contracting Authority invited tenders from economic operators for the award of a single supplier framework contract for the supply of the goods as described in Appendix 1 to the RFT. The Contracting Authority reserved the right to extend the Term for a period or periods of up to twelve (12) months with a maximum of two (2) such extensions on the same terms and conditions, subject to the Contracting Authorityís obligations at law. The Term does not exceed forty-eight (48) months in aggregate. |

In 2021, the Contracting Authority entered into a framework contract with the current contractor for the supply of vehicle tyres and associated services. Owing to high, sustained and unprecedented levels of price inflation in the market, the Contracting Authority intends to use the Change Control Procedure provided for in clause 25 of the framework contract to incorporate a price review mechanism into the framework contract to mitigate inflationary risks and allow for price variations to the products and services under the framework contract, based on a price review methodology incorporating price indices for raw materials used in tyre production e.g. natural and synthetic rubber, steel cord, carbon black. The Contracting Authority estimates that the total contract value over the full term of the framework contract and any extensions will increase from Ä8,000,000 to Ä9,132,941. |

The need for this modification has been brought about by the extreme cost inflation in this particular market since February 2022, coinciding with the war in Ukraine. The Consumer Price Index for ëSpare Parts and Accessories for Personal Transport Equipmentí published by the Central Statistics Office (https://data.cso.ie/table/CPM16) demonstrates high, sustained and unprecedented levels of price inflation since February 2022 (coinciding with the war in Ukraine). In the period from January 2003 to the publication of the RFT in 2021, the index had been relatively stable and demonstrates a lack of volatility, with monthly inflation levels over that 18 year period of below
3. 5% with little exception; and in no year over that period had the annual inflation rate exceeded
5. 4% for a sustained period; and never had a level of inflation of
9. 6% occurred on the index. However, since February 2022, the index has risen to unprecedented levels; to a high of
