Description: The procurement procedure has been designed to promote environmental sustainability, support relevant social objectives, and encourage innovation within Transport Infrastructure Ireland’s (TII) motorway operations and Intelligent Transport Systems (ITS) programmes. Environmental Impact Reduction The technical support services being procured will directly contribute to reducing environmental impacts across the national motorway network. Through the M50 Traffic Flow Optimisation Project, the enhanced Motorway Operation Services (eMOS) programme, and the Network Intelligence Management System (NIMS), the supplier will help TII deploy and refine Intelligent Transport Systems that improve traffic flow, reduce congestion, and minimise stop-start driving. These improvements are known to lower fuel consumption and associated CO2 emissions. The development of enhanced data analytics and business intelligence capabilities will also support evidence-based interventions that enhance network efficiency and promote more sustainable travel behaviour. Together, these activities help reduce the environmental footprint of motorway operations and support national climate-action commitments. Fulfilment of Social Objectives By improving the safety and operational performance of the motorway network, this procurement supports key social objectives, including public safety, accessibility, and service reliability for all road users. The eMOS programme provides the overarching framework for delivering safe and predictable motorway travel, reducing the likelihood and severity of incidents, and improving emergency response coordination. The technical services procured will enhance system resilience and ensure that critical transport infrastructure continues to support economic activity, social mobility, and community connectivity. Support for Innovation The scope of services includes the management and enhancement of ITS-related projects and the advancement of next-generation traffic management technologies. This incorporates innovative approaches such as advanced analytics, real-time data integration, and modern traffic optimisation tools. By investing in enhanced capability within business intelligence and the ongoing evolution of NIMS, the procurement enables TII to adopt state-of-the-art solutions for motorway operations. These innovations will facilitate smarter decision-making, enable predictive traffic and asset management, and support the long-term modernisation of Ireland’s strategic road network.
