Titre: TII390_M110_Enabling Works and Specialist Heritage Works Framework for MetroLink
Description: MetroLink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for passengers travelling along the Swords/Airport to City Centre corridor in Dublin, which will be capable of integration with other modes of public transport. Further information on MetroLink is available at www.metrolink.ie/ In advance of the MetroLink main infrastructure works contracts, TII will commence the procurement of the Enabling Works Programme. The Enabling Works Programme comprises the establishment of a suite of framework agreements and qualification systems select contractors to deliver enabling works which will commence in advance of the main infrastructure works contracts (in respect of civil engineering, tunnelling and station works). The enabling works will include the removal and/or relocation of existing utilities, archaeology, heritage items (for storage/replacement) and buildings from site and undertaking other survey activities. To deliver the enabling and advance works for MetroLink, TII intends to establish 3 no. multi-party framework agreements as listed below each through a negotiated procedure with a prior call for competition. • Enabling Works and Specialist Heritage Works Framework; • Utilities Framework; and • Civils Enabling Works Framework. TII also intends to establish a qualification system for independent environmental monitoring and a qualification system for archaeology services as part of the Enabling Works Programme. The proposed duration of the framework agreements is 8 years with an option to extend for 4 years to facilitate the procurement of any associated works that may be required over the duration of the Frameworks. This PIN is in connection with the Enabling Works and Specialist Heritage Works Framework. The purpose of this PIN is to alert the market to TII’s intention to undertake market consultation and subsequently commence a procurement in Q3 2025. It is anticipated that the prequalification documentation will be issued in Q3 2025 with the instructions to tenderers issued in Q4 2025 or Q1 2026. TII intends to utilise the NEC4 Engineering Construction Contract (ECC) form of contracts for call offs placed under this framework. Interested parties can register their interest at https://www.etenders.gov.ie Any interested parties wishing to respond to the market consultation in advance of procurement commencement, are required to send a request to the following email address supplychainmetrolink@tii.ie by 12:00hrs on the 23rd May 2025 seeking to be issued with a copy of the briefing pack for review and completion of the questionnaire contained within the pack. The questionnaire is required to be completed in full and returned by the closing date of the 27th May 2025 by 12:00hrs to the following email address supplychainmetrolink@tii.ie. Following receipt of completed questionnaires from interested parties, TII proposes to invite selected participants to provide further information by way of one-to-one clarification meetings to be held on the 3rd , 4th and 5th June 2025. To be deemed an interested party you must register your interest on supplychainmetrolink@tii.ie. TII intends to hold a webinar for the registered interested parties in relation to this procurement on May 29th 2025 at 12:00hrs. TII previously issued a PIN in connection with the MetroLink Advance Works packages for market consultation (reference OJ S 217/2023 10/11/2023)

Informations complémentaires: The Enabling Works and Specialist Heritage Works Framework for MetroLink, will be procured in accordance with the European Union (Award of Contracts by Utility Undertakings) Regulations 2016 (SI 286/2016) (Utilities Regulations). This is a periodic indicative notice (PIN) used only for information. This is not a call for competition and therefore no tender documents are available. No competitive process will result from this PIN; any future competitions will be subject to appropriate advertisement via the Official Journal of the European Union (OJEU) and on www.etenders.gov.ie. Any expenditure, work or effort undertaken by organisations or service providers is a matter solely for themselves and costs will not be reimbursed. Interested parties will not be prejudiced by any failure to participate in the market consultation associated with this PIN. TII will not pay any compensation or fees for attending any meetings or engagements. Participants in the market consultation may be invited to provide further information at TII's sole discretion. Following receipt of completed questionnaires from interested parties, TII proposes to invite selected participants to provide further information by way of one-to-one clarification meetings. The purpose of these meetings is to allow TII to further develop and finalise its procurement strategy for the MetroLink enabling and advance works contracts. It is expected that these clarification meetings will focus on those key issues raised by participants. Participation or non-participation in any engagement during the consultation process will not prejudice participation in any future tender competition. TII reserves the right to only engage in market consultation with bona fide suppliers who are actively involved in this area of business and have registered their interest at the following email address supplychainmetrolink@tii.ie.
