Description: The main objective of this contract is the Rehabilitation of Erosion Damage to Drainage Infrastructure and Upgrading of Hydraulic Structures in The City of Pemba, Cabo Delgado - Mozambique. The construction works will include earthworks, civil and mechanical works required to rehabilitate gullies, canals and construct new canals, energy dissipators, outfalls and litter traps.

Informations complémentaires: AIAS, IP, the implementing agency, now invites eligible construction firms (“Contractors”) to tender for the construction of the Works. Procurement of the Works will be conducted through Open Procedure (rated criteria evaluation that take into account technical factors, in addition to cost factors) as specified in the Guide for Procurement for Projects Financed by EIB (herein referred to as EIB’s GtP), September 2018 revision (available online at https://www.eib.org/en/publications/guide-to-procurement). There are no eligibility restrictions based on the Contractor's country of origin. Contractors may associate with other firms in the form of a Joint Venture, Consortium or Association (JVCA) to enhance their qualifications. The type of association shall be clearly stated in the Proposal. The experience and financial record of any proposed sub-contractor shall be included in the evaluation. The evaluation criteria are as follows (In case of applications submitted by a JVCA, these selection criteria will be applied to the overall JVCA as a whole): a. The bidder shall demonstrate financial capability to meet cash flow requirements estimated as US$4 million, with a minimum average annual construction turnover of US$15 million over the past five years. b. Be a reputable contracting firm with experience in construction contracts for at least 5 years, having completed a specified minimum number of contracts in the value range of at least US$10 million to US$20 million, and has included civil construction contracts for a complete concrete storm water channel (as opposed to individual components) with capacity of at least L=10 km, W=6 m and H=1.5 m, energy dissipator included; civil construction contracts for a complete storm water litter trap (as opposed to individual components) and; Back fill of gullies with at least 15.000 m3 slope stabilization included. c. Have completed, in the past five years, not less than four contracts in developing countries which must be outside the applicant’s home country including experience in Sub-Saharan African Countries. Working experience in Mozambique will be an advantage. d. Experience in managing ES risks and impacts. e. Good knowledge of national environmental legislation and environmental safeguards policies. f. The Bidder must demonstrate that it will have a suitably qualified Contractor’s Representative and suitably qualified (and in adequate numbers) Key Personnel, as described under Section III. Evaluation and Qualification Criteria, of the Bidding Document. g. The bidder should be fully conversant with FIDIC conditions of contract, in particular FIDIC Red Book, 2nd Edition 2017.
