Description: The aim of this assessment is to assess to what degree the tenderer presents an overall, feasible and user-specific system that fulfils the needs description and objectives for establishing the service. The solution proposal shall be concrete, demandable and show an understanding of the assignment ´s content and importance for business development in the region. The assessment that the Contracting Authority will emphasise is how the tenderer describes the service model and the professional content, how the availability and universal design are ensured, how the system adapted to different target groups with particular emphasis on inclusion and how the tenderer plans to use insight into account improvements. An assessment will also be made on how the tenderer describes cooperation with municipalities, counties, Innovation Norway and other actors, how to expected results and measurement indicators are documented, how quality and GDPR are complied with, as well as how flexibility and adaptability are taken care of. All tenderers start with a maximum score and points will be deducted to the degree that the response is answered. be seen as weaker than best responses. Description: After assessing written tenders, the Contracting Authority will invert a maximum of three tenderers for an interview. The selection will be based on the score for the criterion "Løsningsforslag". The aim of the interview is to elaborate and concretise the tender, as well as assess the tenderers ´ understanding of the assignment, the ability to. cooperation and the quality of key personnel. The tenderer shall provide persons who shall have central roles in the execution of the assignment. During the interview, the tenderer is expected to provide an account of their solution proposal, how cooperation with the participants in the contract shall function, how the tenderer will handle challenges and ensure quality, as well as how key personnel are qualified and involved in the assignment.
