Description: The intention notice Health Trust Bergen HF intends to enter into a procurement agreement for combination machines - colour machine and deck machine - as well as an option for a further one machine with the accompanying consumables from Sakura Finetek AS for use at Haukeland University Hospital. Background information the Contracting Authority, Helse Bergen HF, intends to make a direct procurement of the above mentioned equipment from Sakura Finetek AS, based on the following reason: The contracting authority ´s assessment is that Sakura Finetek AS is the only supplier on the market who can deliver a system that fulfils the unalterable requirements for the capacity, compatibility and functionality set in this procurement. There were unalterable minimum requirements for the procurement Capacity: The equipment must be able to colour a minimum of 600 object glass per hour Compatibility with Hologic: Rack must be compatible with Hologic ´s compatibility with Leica Aperiascan Parallel running of colour protocols: Minimum 4 colour protocols simultaneously These requirements elaborated in point below.
   1.  Capacity The equipment must be able to colour at least 600 glass objects per hour. This is an unalterable requirement. Alternatives with lower capacity (e.g. 300 glasses/hour at some competitors) will cause considerable delays in the work flow, double the need for staffing and create bottlenecks in the department. In some months increases in the workload may occur of up to 24%, further emphasising the need for high capacity. The department currently has equipment with a capacity of 660 glass per hour. A reduction from this level will mean a weakening of the service, with an increased risk for queues and delayed treatment. As the equipment is used for cancer reviews, reduced capacity can lead to delayed diagnostics. The capacity requirement is therefore directly connected to patient safety and it must be seen as absolute.
   2.  Compatibility with Hologic The new equipment is required to be compatible with the existing systems from Hologic. As far as the contracting authority knows, there are no suppliers other than Sakura Finetek A who can deliver equipment that is fully compatible with Hologic without suring capacity. As mentioned in point 1, the capacity is an unalterable requirement.
   3.  Compatibility with Leica Aperiascan The rack system is required to be compatible with Leica Aperiascan, which is used in subsequent analysis processes. Complete compatibility is necessary to ensure an efficient and seamless work flow in the laboratory.
   4.  Parallel execution of the colour protocols the equipment must be able to run at least four colour protocols simultaneously. This requirement is decisive for flexibility and efficient operation, as different samples require different treatments. The need for simultaneous protocols is particularly important in periods with high workloads and a large variation in the sample types. The contracts will be signed without a prior tender notice, as according to what the contracting authority knows, there are no other suppliers who can fulfil the requirements in the market. Pursuant to procurements without a competition is the Public Procurement Regulations § 13-4 first section, letter b second point. An intention notice is published in accordance with the provision in § 21-5. Any enquiries about the intention of signing the contract shall be directed to Mathias Høydal Nilsen by 15.09.2025.
