Autre justification: After assessing the market and available systems, the municipality has concluded that it is only the system KOMPAS (the municipalities ´ planning and analysis system) delivered by COWI AS that fulfils the functional requirements that are necessary for Fauske municipality ´s work. The functional requirements are as follows:
1. Flexible prognosis model for housing needs and population development: The system must enable development of separate assumptions and scenarios for both population and housing prognoses. This includes the possibility to prepare projections in several alternative development fields (scenarios) based on assumptions about development in moving patterns, business development and moving.
2. Integrated service dimensioning: The system must support planning and dimensioning future municipal services based on population depreciation from SSB and custom scenarios beyond SSB ´s alternatives. The system must be able to contribute to analyses of how this affects the capacity in nursing homes, schools, nurseries, residences and other municipal services.
3. Analysis of local impact from housing projects: The system must be able to analyse how different housing projects turn out on the capacity in the municipal services. The system must, therefore, be connected to municipal parts, basic districts and school districts, including existing and potential new ones.
4. Integration with SSB's statistics bank Fauske kommune has mapped the market and cannot find other systems that can offer software that fulfils these requirements.
