II.2.4) Description des prestations:
The objective of the procurement is to enter into a Framework Agreement with a tenderer who can deliver all of the porcelain crockery for the Norwegian Parliament. The procurement comprises both every day and fine dining porcelain crockery, to be used in the Norwegian Parliament's eateries. The objective of the procurement is to ensure the delivery of good quality, functional and inviting porcelain The core assignment for the Norwegian Parliament's administration is to facilitate parliamentary activity. This assignment includes, among other things, the operation of internal eateries and serving in connection with meetings and events. The Norwegian Parliament has two eateries including a coffee shop. These account for a central service offer adapted for the Parliamentary representatives, employees of the political parties and the administration, as well as other workers at the Norwegian Parliament and visitors. The eateries are visited daily by 1 350 persons. The eateries are an important part of the overall working environment. The Contracting Authority is striving for an optimal thriving environment with the help of a pleasant interior, service oriented employees and an inviting presentation of food and drink. The food concept is founded on Norwegian traditions, Norwegian raw products and seasonal and balanced menus. The food must be delicious and presented in an inviting manner, and the new crockery will be an important product that contributes to the desires quality level in the Norwegian Parliament's eateries. In addition to the eateries, food and beverages will be served at meetings and events, and when the Norwegian Parliament is hosting international visits and official occasions in Norway. Meeting food is services in 80 different rooms, and it is possible to supply warm drinks from 35 automatic hot beverage machines spread throughout the Norwegian Parliament premises. It is important that we have sufficient access to crockery that suits the need and that is functional and has ergonomically good function. The every day dinner set will primarily be used in the eateries in connection with serving meeting food and at the drinking stations. The fine dining dinner set will primarily be used at formal occasions and when the Norwegian Parliament is the host. Descriptions in the Storting's design manual must be adhered to for both crockery sets. See the link to the Norwegian Parliament's design manual: https://www.stortinget.no/no/Stortinget-og-demokratiet/designhandbok-for-visuell-identitet/ Due to a variety of wear on the current crockery, the procurement will primarily consist of two main deliveries of new crockery. The first delivery, which is scheduled to be ordered for delivery during the first quarter of 2019, comprises the entire fine crockery and approx. 50 % of the everyday crockery (ref. to the price and product form). The other delivery scheduled to be ordered, comprises the remainder of the every day crockery (ref. to the price and product form) and must be delivered during 2020/first quarter 2021. Delivery for the remainder of the contract period will primarily concern supply of the crockery after wear, loss and breakage, and possibly an expansion of the need that arises during the contract period. It may also be necessary to order individual gift items, that can be sold to employees and visitors to the Norwegian Parliament. The procurement will consist of approx. 15 000 units consisting of i.a. Mugs, cups, bowls, side plates, breakfast plates, lunch plates and dinner plates. There will also be supplementary deliveries.
