Nom: Climate and environmental requirements in the requirement specifications.
Description: According to the Procurement Regulations § 7-9, the award criteria in accordance with the second and third paragraphs can be replaced with climate and environmental requirements in the requirement specifications, if it is clear that this provides a better climate and environmental effect and this is justified in the procurement documents. If the contracting authority does not prioritise in line with the third section, climate and environmental requirements shall be set in the requirement specifications, and this shall be justified in the procurement documents. For this competition it is considered that setting climate and environmental requirements in the requirement specifications will give a clearly better environmental effect than having climate and environment as an award criteria with 30% weighting. There are requirements for a system that shall contribute to the reduction of food waste, material recovery of packaging that is in direct contact with food and transport packaging and/or that such packaging shall be included in a reuse system. Furthermore, there is a minimum requirement for transport to be carried out with a minimum of EURO6 or better. In this way requirements have been made for most of the life cycle assessments for the products, from production to waste management. The contracting authority has considered that setting these requirements will contribute to a clearly better environmental effect, as there are minimum requirements for tenderers who must be fulfilled to win the tender. By including the above mentioned requirements as part of a separate award criteria on the environment, there would be no guarantee for minimum fulfilment, as the main theme of the assessment would be the degree of fulfilment. In such a case, it could be risked that the tenderers downgraded the environment in favour of lower prices, which could have a decisive impact on the choice of tenderer, as the price is weighted high.
