Autre justification: A mapping of the relevant market for digital solutions has been carried out that can support sharing tasks, mobilisation of voluntary resources and cooperation between public services and external actors. The mapping identified eight actors who offer digital platforms for sharing tasks and mobilisation of voluntary resources. The identified solutions were assessed against the following main criteria:
1. Functionality for assignment sharing through a digital platform.
2. Training and qualification of participants.
3. Methodology for cooperation between municipality and external actors.
4. Operational model and distribution of the system. The review shows that several tenderers offer systems that cover parts of the municipality ´s needs. After an overall assessment, however, Nyby AS appears as the only supplier who can offer an overall solution that covers all of the identified needs in one combined platform. The Nyby system combines a digital platform for assignment sharing between several actors, integrated qualification and training of participants, methodology for cooperation between municipal services and external actors and innovation support for the implementation and further development of the work model. The other identified suppliers offer systems that cover some of these elements, but none offer an equivalent combined system where digital platform, methodology, qualification and innovation support are integrated into one service. Based on this, the terms for direct procurement are being fulfilled, cf. the public procurement regulations § 13-4 first section letter b no. 2, where the procurement can be made without competition when the service can only be provided by one specific tenderer and there are no reasonable alternatives.
