Autre justification: Existing system and further development:The current system was developed by an employee of Alvdal municipality and was developed as a specially adapted system for publishing cultural events. The system is currently in operation in several of the municipalities (i.a. alvdalkultur.no and tynsetkulturhus.no), and it is desired to expand this to include the entire region on one common platform with local anchoring in each municipality. The contract includes the expansion of the system to include Folldal, Rendalen, Tolga and Os municipalities. The system in question has been developed as a tailor made system and uses a self-developed source code and platform. An expansion of the current system requires access to and further use of this source code. A tender contest will lead to the development of a completely new platform, which involves considerable extra costs and efforts on the part of the contracting authority. In accordance with the public procurement regulations (PPR) § 13-4 letter b. the contracting authority deems that the terms for procurements without a competition are fulfilled, as Amped as the rightful holder of the source code is the only one who can, in a proper and cost efficient manner, further develop and run the system.
