Titre: Procurement of a framework agreement - Event services
Description: The Directorate of DigitalIsation (Digdir) would like to enter into a framework agreement with a total supplier of event services in order to ensure the necessary competence, capacity, flexibility and continuity for the work with our events/conferences. The tenderer in the framework agreement shall ensure planning, production and execution of events. See the SSA-R/SSA-O (SSA-O) annex for further information. The objective of the framework agreement is to ensure professional implementation of Digdir's events/conferences. The procurement will be carried out as an open tender competition. It is planned to invite 3-5 of the candidates with the best fulfilment of the award criteria to negotiations.

Principales caractéristiques de la procédure: The Directorate of DigitalIsation (Digdir) hosts 1-3 major conferences and other smaller events each year, including Digdir's profile conference called the Digitization Conference. The digitalisation conference will be the main purpose of the procurement where the conference is an important mouthpiece and showcasing Digdir.The digitalisation conference has been held for many years, where Digdir has previously had good experience with entering into framework agreement with an event agency. In the last year, however, there has not been a framework agreement for this, which has led to a large number of procurements and additional work. As the implementation of this type of conferences consists of very many different elements and services as well as involving a number of service providers, it is considered most appropriate to return to a framework agreement with an event agency. The event agency shall ensure a good total delivery of all types of services, systems and equipment that are necessary for planning and implementing large and minor events/conferences managed by Digdirs. Estimated contract value: The estimated value of the framework agreement, including options for extension, is NOK 40,000,000 excluding VAT, DurationT (1) year. The agreement will then be renewed automatically for one year at a time, for up to three years, unless Digdir terminates it.

Description: Implementation ability and assignment comprehension: Assignment comprehension and implementation ability will be assessed on the basis of a solution proposal for the attached case for the Digitalisation conference 2024. We will focus on planning, organising and implementing in accordance with the descriptions in the annexes to the framework agreement (SSA-R) and in the assignment contract (SSA-O). When assessing the progress plan, we will i.a. assess which and how much competence is planned to be used in each phase of the progress plan. We will also assess the suitability of the software that shall be used in the assignment. As a part of the implementation ability, we will assess the tenderer's previously executed relevant assignments. Documentation requirement: The solution description with the progress plan for the case "Digitization Conference 2024" with references. Competence and experience: Assessed on the basis of the competence and experience of the employees who participate in the assignment. Documentation requirement: Fill in the attached CV template for the involved resources (event agency) in the Digitalisation Conference 2024.
