Description: Weighting: The award criteria is weighted 70%. The award criteria consists of three (3) sub-criteria: The sub-criterion Part 1 from the price form is weighted 75% of this award criteria. Part 2 sub-criteria from the price form will be weighted 15% of this award criteria. Option B sub-criteria from the price form will be weighted 10% of this award criteria. Orientation: Tenderers shall fill in the attached price form in their cost calculations and submit it as an annex to the tender in Excel format. All fields in the attached price form marked with yellow shall be completed. Missing the price fields can cause difficulties in assessing the tender and the tender can then be rejected. All prices are in NOK, excluding VAT, including all direct or indirect expenses and duties that could be incurred in connection with the delivery. Order fees and invoice fees are to be seen as expenses. The prices shall include all costs for the customer who is included in this competition, e.g. transport costs and the use of packaging. Costs that the tenderer knows will be incurred, but that are not specifically stated in the tender, will be seen as included in the stated costs. Option A is voluntary for tenderers to submit tenders for. Prices for this option will not be evaluated. Option B is obligatory for tenderers to submit tender offers on. This option is a part of the evaluation in the award criterion price. Evaluation: When assessing the price, a hybrid model with break point 1 will be used. The attached template for the evaluation model is attached. The best price for each sub-criteria will achieve the highest score (10) and other solutions will be awarded a point score according to the evaluation model. Scores achieved on each of the sub-criteria will be multiplied by interrelated weighting and added together. Best tenders for this award criteria shall have the highest score (10). If none of the tenderers achieve the highest score (10) by summing up the points scores for the sub-criteria, the contracting authority will add an equal percentage mark-up for all tenderers so that the best tenderer shall achieve a point score of 10. The tenderer ´s total points for this award criteria is weighted with the award criteria ´s weighting percentage.

The sub-criterion "Miljøtiltak" will be weighted 30% of this award criteria. Orientation: The sub-criteria Processing methods: The contracting authority would like the hazardous waste treatment method to be as far as possible in the wastepyrramide/hierarchy and that the treatment method shall occur as far as possible in the following order of priority:
1. Reuse
2. Material recovery
3. Incineration with energy utilisation
4. Incineration without energy utilisation
5. Disposal Tenderers are requested to fill in green cells in the "Form award criteria environment Part 1 and Part 2". Tenderers are requested to fill in a percentage distribution for the different treatment methods per waste type for the selected waste types. For Part 1 this applies to the 14 fractions in the price form with the largest estimated volume and these make up approx. 97% of the sum of the estimated volume. For Part 2 this applies to the 3 fractions in the price form with the largest estimated volume and these make up approx. 99% of the sum of the estimated volume. The responses shall be unequivocal. Documentation of the figures that are filled in the form "Skjema tildelingskriteriet miljø Del 1 og Del 2" must be available on request (both for evaluation and throughout the contract period). Orientation: The sub-criterion Environmental measures: Tenderers are requested to give an account of what measures have been implemented and/or planned to avoid hazardous waste going intocineration without energy utilisation and disposal, and what measures have been implemented and/or planned to increase the degree of reuse and material recovery. The measures must be ongoing/in progress or planned to be implemented during the next 12 months. This shall be answered in a Word or PDF document and the response shall be a maximum of 1 A4 page. Any links to websites or similar in the reply will not be evaluated. Evaluation: The sub-criteria Processing methods: This sub-criteria will be assessed based on the tenderer ´s responses in green cells in the respective "Form for the award criteria environment". Treatment methods will be given points (p.) as follows: Reuse 10 p. Material recovery

2. 5 p. Landfill 0 p. The above points are given that 100% of the waste type is treated by the method in question. If less than 100% of the waste type is treated by the method in question, or it is treated with a combination of different methods, the score will be calculated based on the stated percentage distribution. Example: Reuse 50% and incineration with energy recovery 50% give
7. 5 p. for this type of waste. If there is a lack of responses for all or parts of a waste type, 0 p. will be given for the entire or portion for which there has not been an answer. Ambiguous responses can also lead to a reduction in points. A score is thus calculated from 0 to 10 for each of the selected waste types, based on the tenderer ´s response. This achieved score per waste type is multiplied by the estimated volume per annum for the waste type in question. Then these sums for all the waste in question are summed together to a total sum. Best solution (the tenderer with the highest total sum) will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution. Evaluation: The sub-criterion Environmental measures: When evaluating this sub-criteria, a procurement assessment will be made of the tenderer ´s response, where the best solution is awarded the highest score (10) and other solutions will be awarded a point score proportionally based on the best solution. Evaluation of the award criteria Environment: Scores achieved on each of the sub-criteria will be multiplied by interrelated weighting and then added together. The best tender for the entire award criteria shall have the highest number of points (10). If none of the tenderers achieves the highest score (10) based on the sub-criteria, the contracting authority will add an equal percentage mark-up on all of the tenders so that the best tenderer shall achieve a point score of ten. The tenderer ´s score for this award criteria is then weighted with the award criteria ´s weighting percentage, before it is summed up together with the score for the other award criteria.
