So as to have access to all the necessary functionality, and at the same time ensure seamless and secure data flow, the Cancer Department will procure licences from Varian. The system from the supplier is already in operation, and we would like to expand it with the clinical licences that are required for planning proton treatment. We have concluded that we must make a direct procurement of the system. The procurement contract will cover the procurement of three licences for proton dose planning, including advanced algorithm and necessary hardware, Citrix adaptation, basic training, and installation. The procurement contract also includes an option for extra training, as well as an option for several licences for Foton planning. The public procurement regulations, section 13-4 first paragraph letter b) no. 2 state that the contracting authority can make a procurement without a contest if the procurement concerns services that only a specific service provider can deliver as competition is impossible due to technical reasons. Helse Bergen HF has Eclipse, and uses the software for planning all other radiation treatment. Eclipse is fully integrated with the verification system Aria, as well as with the department's existing routines. Data flow and patient treatment will be safer if the system is expanded and also includes proton planning. The procurement will minimise the need for manual checks of data flow, and make it easy to compare treatment plans for different radiation modalities. The personnel are very familiar with the system and know how to deal with any errors. Integration in Aria ensures that the correct area is treated with the correct field, which is particularly important in treatment plans with multiple isocentres. New functionality developed in the treatment machine (also delivered by Varian MS) can be used quicker in Eclipse, which will ensure best use of the treatment modality (proton therapy). Based on the above, a contest cannot be held for the delivery of the equipment that will be procured. This is due to technical reasons. The terms for making a procurement without a contest in accordance with the public procurement regulations, section 13-4, first section, letter b, no. 2 are therefore fulfilled. The waiting period deadline for signing the contract is set to 26.09.2022 at 23:59. |
