Description: Úcelom PTK je v súlade s princ'pmi verejného obstarávania:
1. Pr'prava a informovanie trhu a potenciálnych záujemcov o plánovanom verejnom obstarávan' na vyššie uvedený predmet zákazky;
2. Zistenie okruhu predpokladaných vhodných dodávatelov na trhu;
3. Z'skanie a vyhodnotenie spätnej väzby od potenciálnych záujemcov, ktor' sa zúcastnia pr'pravných trhových konzultáci';
4. Potvrdenie si dostupnosti technických riešen' splnajúcich kvalitat'vne požiadavky na predmet diela;
5. Zistenie a posúdenie možných riz'k pocas implementácie jednotlivých technických alternat'v;
6. Zistenie možnost' licencného modelu, pr'padne riešenia (SaaS _ Softwér ako služba)
7. Zistenie pr'padných riz'k pocas implementácie softwéru v podmienkach obstarávatela.
8. Naformulovanie a overenie nediskriminacných podmienok úcasti;
9. Overenie reálnosti, objekt'vnosti a primeranosti požiadaviek na plnenie predmetu zákazky u relevantných a skúsených hospodárskych subjektov tak, aby následné verejné obstarávanie podporovalo otvorenú hospodársku sútaž; 10. Naformulovanie obchodných podmienok, ktoré umožnia podanie ponuky všetkým vhodným dodávatelom; 11. Identifikácia požiadaviek, ktoré by mohli bránit podaniu ponuky; 12. Urcenie predpokladanej hodnoty zákazky. The purpose of the PMC is to comply with the principles of public procurement:
1. Preparing and informing the market and potential applicants about the planned public procurement for the above-mentioned contract;
2. Identification of the range of presumed suitable suppliers in the market;
3. Obtaining and evaluating feedback from potential applicants who participate in the pre-market consultation;
4. Confirmation of the availability of technical solutions meeting the quality requirements for the subject matter of the work;
5. Identification and assessment of potential risks during the implementation of the different technical alternatives;
6. Identification of licensing model options or solutions (SaaS _ Software as a Service)
7. Identification of potential risks during the implementation of the software in the conditions of the contracting authority.
8. Formulation and verification of non-discriminatory conditions of participation;
9. Verification of the realism, objectivity and reasonableness of the requirements for the performance of the subject-matter of the contract with relevant and experienced economic operators, so that the subsequent procurement promotes open competition; 10. Formulating commercial terms and conditions to allow all suitable suppliers to bid; 11. Identification of requirements that could hinder the submission of a tender; 12. Determination of the estimated value of the contract.

Strucný opis predmetu zákazky a PTK Predmet plnenia : Softvér na komplexné výpocty a posúdenie neutrónovo-fyzikálnych charakterist'k zavážok akt'vnej zóny reaktora pre jadrové palivá od rôznych dodávatelov. Softvér mus' umožnovat vytvorenie modelov a tvorbu knižn'c pre v súcasnosti použ'vané jadrové palivá a pre jadrové palivá od alternat'vnych dodávatelov jadrového paliva, projektovanie zavážok akt'vnych zón reaktorov a výpocty neutrónovo-fyzikálnych charakterist'k. Softvér mus' byt špecificky prispôsobený pre reaktory VVER-440, aby umožnoval realizovat výpocty pre reaktory EBO a EMO. Softvér môže byt zložený z viacerých modulov, ktoré vzájomne komunikujú alebo výstupy z jedného modulu sú prevedené do vstupov pre dalš' modul bez nutných dodatocných zásahov už'vatela softvéru. Softvér ako celok mus' zabezpecit možnost samostatného modelovania jadrového paliva už'vatelom softvéru pre reaktory VVER-440, vytvorenia knižn'c pre všetky potrebné palivá, projektovanie zavážok akt'vnych zón reaktorov a výpocty neutrónovo-fyzikálnych parametrov. Dodávatel softvéru mus' byt nezávislý od dodávatelov jadrového paliva, aby nevznikali situácie, kedy nie je možné zdielat dáta o jadrovom palive od rôznych dodávatelov jadrového paliva s dodávatelom softvéru. Rozsahom plnenia je: ? Dodávka softvéru. ? Inštalácia softvéru dodávatelom a/alebo podpora pri inštalácii softvéru. ? Testovanie softvéru dodávatelom po inštalácii SW na pracovné stanice, alebo dodanie testovac'ch pr'padov pre otestovanie softvéru už'vatelom softvéru a podpora pri spúštan' a vyhodnocovan' testovac'ch pr'padov, ak je zákazn'kom požadovaná. ? Školenie už'vatelov softvéru a ich certifikácia dodávatelom. ? Asistencia poskytovaná dodávatelom pre už'vatelov softvéru pri výpoctoch pre jednotlivé jadrové bloky SE. ? Technická podpora, údržba softvéru, riešenie nesúladu vo výpoctoch, aktualizácie a vylepšenia softvéru. Rozsah dodávky mus' byt úplný, so všetkým vybaven'm a pr'slušenstvom, ktoré je nevyhnutné pre bezpecnú a spolahlivú prevádzku a mus' obsahovat, okrem iného, tovary, práce a služby uvedené v technickej špecifikácii. Súcastou dodávky bude aj podpora v oblasti zabezpecenia kvality, validácie a verifikácie v oblasti pr'pravy knižn'c a pr'pravy zavážok. Táto podpora je dôležitá hlavne pri zmene neutrónových dát, úpravy softvéru a zmene vstupných dát. Softvér mus' splnat požiadavky na informacné systémy a siete uvedené v tejto technickej špecifikácii ako aj požiadavky kybernetickej bezpecnosti. Môže byt inštalovaný na HW prostriedky vo vlastn'ctve SE (preferovaná možnost), pr'padne ak to nie je možné splnit, SW mus' byt dodaný aj s pr'slušným HW. III. Brief description of the subject-matter of the contract and of the PMC Object of performance : Software for complex calculations and assessment of neutron-physical characteristics of reactor core loads for nuclear fuels from different suppliers. The software must allow the creation of models and libraries for currently used nuclear fuels and for nuclear fuels from alternative nuclear fuel suppliers, the design of reactor core loadings and the calculation of neutron-physical characteristics. The software must be specifically tailored for VVER-440 reactors to allow calculations for EBO and EMO reactors. The software can be composed of several modules that communicate with each other or the outputs from one module are converted into inputs for another module without any additional intervention of the software user. The software as a whole must provide the capability for stand-alone nuclear fuel modelling by users of the software for VVER-440 reactors, the creation of libraries for all necessary fuels, the design of reactor core loadings and neutron-physical parameter calculations. The software vendor must be independent of the nuclear fuel suppliers so that situations do not arise where nuclear fuel data from different nuclear fuel suppliers cannot be shared with the software vendor. The scope of performance is: ? Software delivery. ? Installation of software by the supplier and/or support in the installation of the software. ? Software testing by the vendor after the software is installed on workstations, or delivery of test cases for software testing by software users and support in launching and evaluating test cases, if required by the customer. ? Training of software users and their certification by the supplier. ? Assistance provided by the supplier to software users in calculations for individual SE nuclear units. ? Technical support, software maintenance, resolving inconsistencies in calculations, software updates and enhancements. The scope of supply shall be complete, with all equipment and accessories necessary for safe and reliable operation and shall include, but not be limited to, the goods, works and services specified in the technical specification. The delivery will also include quality assurance, validation and verification support in the areas of library preparation and commitment preparation. This support is particularly important for neutron data modification, software modification and input data modification. The software shall meet the information systems and network requirements specified in this Technical Specification as well as the cyber security requirements. It may be installed on SE-owned HW assets (preferred option) or, if this cannot be met, the software must also be supplied with the relevant HW.
